This article by Health Affairs advocates for a stronger public health and private insurance partnership to be implemented in response to the public health emergency brought on by the COVID-19 pandemic. Currently, the United States relies on a patchwork of many different layers and systems that often do not cooperate for the benefit of patients.

This means that all payers—both public and private—must work in conjunction with the public health system to fill as many testing gaps as possible. Just as public health programs rely on insurance mandates to expand routine screening for HIV and viral hepatitis, mandates for public and private insurance plans must include (without cost sharing) the range of COVID-19 testing that individuals need to stay healthy and that the nation needs to control the pandemic.
